JBC approves "Free College" proposal for follow-up bill and directs drafting on postsecondary tax-credit fixes

Committee members and staff emphasized caution: updated modeling from University of Colorado Boulder showed substantially higher cost estimates for that tax-credit program than originally forecast and staff recommended delaying any final vote until federal and inter-agency questions are resolved. The committee authorized drafting of technical fixes and cleanup language while reserving final policy decisions until staff return with improved cost estimates and federal review outcomes.
Committee members asked staff to continue modeling tuition scenarios and to return after the revenue forecast with options for how much general-fund support the state can afford for the higher-education portfolio, including tuition caps and aligned financial aid. The free-college proposal will be run as a separate bill to permit fuller policy and stakeholder work before final filing.
