Scott Thompson, Joint Budget Committee staff, summarized the Joint Technology Committee's (JTC) recommended IT capital list and said it includes 11 prioritized general-fund projects totaling $30.1 million and $22.1 million in cash-funded projects. Thompson told the committee those recommendations come from the JTC process and recommended the JBC fund the IT capital list to the extent general fund is available.
Craig Harper, JBC staff, told lawmakers the JBC can move the funding "line" up or down without triggering a JTC meeting as long as the committee does not change the order or add projects the JTC did not list. Harper and Thompson also described that some continuation projects received funding while others, notably a Colorado School of Mines refresh, did not.
Representative Serota moved that staff begin drafting a general-fund transfer bill to the IT capital account of the Capital Construction Fund. The committee approved drafting authority; the motion passed by voice with no objections recorded (vote recorded as 5-0 with Byrd excused in the transcript).
Thompson also recommended transferring $3.3 million from the marijuana tax cash fund into the IT capital account to avoid reserve-accounting consequences; that specific transfer was discussed but not recorded as a separate final action in the transcript. The committee also approved continuation of the IT capital long-bill head notes, which include three-year appropriation language for IT capital projects.
The staff presentation highlighted operational questions for several projects (for example, which agency pays for payroll modernization to implement StepPay and which cash funds might cover stationary source modernization). Members pressed staff to follow up with agencies on fund sources and implementation details before the committee finalizes any allocations.
What the JBC approved Thursday was drafting authority to produce a transfer bill for committee review and the continuation of head notes that clarify the appropriation structure for IT capital. The committee did not adopt a final prioritized funding line in public session; staff recommended members revisit the full priority list after the next state revenue forecast.
Ending note: staff will return after the forecast with updated numbers and agency follow-ups the committee requested (fund-source checks, vendor and savings detail for DOC pharmacy and payroll projects, and additional JTC letters explaining project descriptions).
