Commission approves Butterfield replat and variances, forwards fee‑in‑lieu waiver to council

The Planning Commission on March 11 approved a replat for the Butterfield Coach development, granted three variances for entrance, parking orientation and landscaping, and voted to forward a waiver to city council recommending a payment in lieu of street improvements along Butterfield Coach.
Jorge Barragan of CI Engineering, the project surveyor, and project representatives described three variance requests: limiting the number of customer entrances to a primary door (consistent with other convenience-store prototypes), altering typical parking orientation with compensating landscaping, and locating landscaping in different areas than the standard plan. Staff said standard comments had been provided and the applicant agreed to them.
Commissioners asked whether landscaping would meet required totals even if located in different places; the applicant said the same amount of landscaping would be provided but placed differently on site. Staff noted an existing sidewalk on Cass Drive met standards but that Butterfield Coach would require a 10-foot sidewalk under the master street plan; the applicant agreed to discuss a payment in lieu of improvements and confirmed the client would accept a fee-in-lieu.
The commission approved the replat and variances unanimously and forwarded the waiver to city council with a recommendation to accept payment in lieu. Staff will prepare the ordinance for council; the replat will be placed on the council agenda with required submittal timing noted to the applicant.
