Commission tables revision to Mill Creek nursing facility plans after staff and commissioner review concerns

The Springdale Planning Commission on March 11 tabled a request to reapprove revised plans for Mill Creek Nursing Facility so staff can complete a full review of recent submittals and confirm the project being built matches materials on file.
Jason Apple of ESI explained the submittal was a revision to a previously approved large-scale plan; he said the building as constructed had been "flipped" in orientation and that the revision included a small maintenance building and updated architectural elevations. Contractor Rick Mooney told commissioners the project had briefly received a stop-work order and that construction crews were actively working; he said the owners had invested substantially in the facility.
Several commissioners and planning staff said they had received different versions of the plans and that the changes appeared significant enough to warrant bringing the item back to the commission after staff completes a detailed review. Commissioners expressed concern that work on exterior site elements already underway could make it difficult to reconcile what had been approved and what was being built.
Commissioners agreed to allow the contractor to continue interior work while staff checks the most recent submittal package and prepares consolidated comments. The commission asked the applicant to provide a clear list of changes, updated landscaping and lighting plans, material and color schedules, and corrected square-footage figures. The item was tabled and will return to the Planning Commission in approximately 30 days for further review and a vote.
Planning staff and the applicant agreed to coordinate a quick review of submitted documents; staff will prepare a consolidated comment list and a schedule for bringing the revision back to the commission.
