The Springdale Planning Commission on March 11 approved a set of variances and a large-scale plan for a proposed 5,000-square-foot vehicle maintenance shop and voted to forward a sidewalk waiver to city council recommending a fee in lieu of on-site sidewalk construction.
Patrick Foy, representing Half Associates, said the project "is a 5,000 square foot, vehicle maintenance shop. It sits on about 4 acres." Foy told commissioners the building would be set behind an eight-foot privacy fence and that the applicant was seeking several design variances and a sidewalk waiver because the use would have limited public foot traffic.
Planning staff told the commission the drive apron off North Thompson must be concrete to the right of way and that an RDOT permit was required. Staff also said a 10-foot sidewalk is required on Thompson unless a waiver is granted. Planning staff referenced Springdale's commercial design standards and Chapter 56 landscaping requirements when explaining which standards the applicant had requested relief from.
Commissioners agreed to several conditions discussed during the meeting. The commission approved the variance package with a two-year bill of assurance to revisit frontage and 72 Highway frontage improvements when adjacent parcels develop. The commission then voted to forward the sidewalk waiver to city council with a recommendation for a payment in lieu. Finally, the commission approved the large-scale plan "subject to staff comments." The votes on those items were unanimous.
Commissioners discussed which internal requirements could be deferred until the east half of the parcel develops, with the applicant saying they were willing to revisit frontage landscaping and pedestrian connections later. Commissioner Jennifer Keith led the final vote on the variances and noted the two-year bill of assurance as part of the approval.
The waiver will go to the City Council for final action; the commission's recommendation asks council to accept a fee in lieu rather than require immediate sidewalk construction along the highway frontage. Staff will provide language and timing details for the bill of assurance and the fee-in-lieu agreement.
The applicant and planning staff were directed to coordinate on the exact wording and timing of the bill of assurance before the item goes to council.
