Planning commission approves Jack in the Box conditional use permit with reduced queuing requirement

The Glendale Planning Commission voted to approve conditional use permit CUP24‑08, authorizing a drive‑through restaurant (Jack in the Box) at a 0.17‑acre site at the southeast corner of 60 Seventh Avenue and Bell Road.

Planning presenter Ms. Tirella (planning staff) described the site as a commercially zoned lot surrounded by an existing shopping center. She said the existing building (built 1993) would be demolished to allow a new ground‑up Jack in the Box. Because the site is within 500 feet of single‑family residences, a conditional use permit was required. Staff noted a queuing memorandum authorizing a seven‑car queue had been reviewed and approved as an alternative to the UDC’s standard 12‑car minimum for this location. "Drive through queuing shall be in substantial conformance with the queuing memorandum date‑stamped 01/23/2025," staff recommended, and added the development must conform with the site plan and project narrative dated 12/31/2024 and be subject to design review.

One written public comment raised concerns about potential increased traffic; another comment was neutral. Staff said the drive‑through would maintain the shopping center’s shared access points and that pavement markings and a queue extension beyond the building would be used to improve visibility and mitigate conflicts when vehicles exit the queue onto the eastern shared drive.

Architect and applicant representative Jeff Looker of DXU Architects attended and offered to answer questions. Following no public testimony and a brief commissioner discussion, the commission approved the conditional use permit by roll call. Planning staff advised that the decision is final unless appealed in writing within 15 days.
