The Senate Committee on Water and Land advanced House Bill 316 on March 14, a measure that would appropriate funds to DLNR to continue the Green Jobs Youth Corps program that places trained young professionals in community conservation and clean energy roles.
DLNR, the Hawaii State Energy Office and nonprofit partners described years of cooperation with Kupu and other organizations. "Kupu has been a major partner with us," Dawn Chang said, and state energy office representative Cameron Blackcomb noted Kupu funded the first two years of a clean energy Wayfinders program that places trained young professionals in communities to provide information on energy savings and renewable energy initiatives.
Witnesses testified that the program increases capacity for forest watershed management, coral reef stewardship, and community‑led clean energy planning. DLNR noted many Kupu interns have later been hired by state agencies.
The committee voted to pass HB 316 with amendments during decision making.
