The Sunnyside City Planning Commission on Tuesday reviewed a written set of rules and procedures but did not adopt them, saying staff will verify cited municipal-code sections and re-distribute the draft for consideration at the next meeting.
City staff member Derek said the commission’s packet contains an older template that appears valid in many respects but includes municipal-code references he could not immediately locate. “I am now not comfortable with the citations that I am finding in this, so I need to go back and double check,” Derek said, adding he had found the material online using web search tools but not on the city’s website.
The rules document is intended to set how the commission conducts business while preserving the body’s independence as a recommending body to the City Council. Derek told commissioners the draft “should really reflect you to some degree” and that the commission can either propose edits now or study the document and vote at a later meeting.
Commissioners asked whether state Revised Code of Washington (RCW) citations in the draft remain current and whether the Sunnyside Municipal Code reference, listed as SMC 2.44 in the packet, is accurate. Derek said he believed the RCW references were probably unchanged but could not confirm the SMC cross-references and will verify them. Because commissioners present did not all have copies of the minutes or the draft, the body agreed to postpone any motion to adopt and take the item up at the next meeting after staff verification.
Derek described the procedural next steps: staff will confirm statutory and code citations, circulate corrected materials by email, and return the item for formal action. No formal motion or vote on adoption was recorded at the meeting.
The discussion also touched briefly on procedural norms (recognition by the chair and adherence to Robert’s Rules as an organizing framework), and commissioners asked to receive sample rules from comparable cities for comparison. Derek said he would compile materials and follow up by email so commissioners could consider any suggested edits before the next meeting.
The commission scheduled its next regular meeting and will include the revised rules and procedures in the forthcoming packet for formal consideration.
