Kelly Black, a Quoc Cove resident and HOA board member, said roughly 80'86 homes in her neighborhood are affected by a school-bus stop at the northeast corner of 113th Avenue SE and South Lake Stevens Road. She described a steep downhill and parents parking at the base of the hill, creating situations where children cross or move between parked cars and drivers make U-turns at the bottom of the hill. Black asked the council to consider having police observe the stop during peak times and recommend measures to improve safety.
A second speaker, Tony (introduced as from Everett), said a makerspace that previously served community members near the lake has closed, forcing makers to travel across Interstate 5 to Everett. He asked what support the city might provide to a group trying to start a new makerspace. Council members and the city's parks director offered to collect contact information so staff could follow up.
Both comments were part of the meeting's public-comment period; no formal council action was taken during the session, though staff offered to follow up with the speakers after the meeting.
