Governance Committee recommends rescinding board approval of Title IX–related policy after federal rule changes

The University of Rhode Island Governance Committee on Feb. 2025 voted to recommend that the full Board of Trustees rescind the board's prior approval of a nondiscrimination and sexual-misconduct policy that had been drafted in anticipation of the U.S. Department of Education's 2024 Title IX regulations.
Cara Larson, staff member, told the committee that the board had approved a new policy in mid‑2024 to align with anticipated Title IX regulations slated to take effect Aug. 1, 2024. Larson said the policy was not implemented because injunctions and litigation prevented the 2024 rules from taking effect.
Larson said that, in early January, a federal court vacated the 2024 Title IX regulations and reinstated the 2020 regulations under which the university had been operating. Because the board-approved policy was prepared specifically for the 2024 rule set and never put into effect, Larson said the administration recommends rescinding the board's prior approval so that the record clearly shows existing 2020-based policies remain in effect.
Alyssa Boss, staff member, added that the previously in‑effect policies were not revoked and will remain in force; rescission, she said, is intended solely to clarify administrative records. Marquisha Mina, staff member, spoke to the university's commitment to student safety and inclusion under the existing policies.
Trustee Joseph Matthews moved the recommendation to rescind the board's July 1, 2024 approval of the university policy on nondiscrimination and sexual misconduct; Matt Lynn seconded. The committee approved the motion by voice vote.
Committee materials note the university did not implement the board‑approved policy prepared for the 2024 regulations and that scheduled reviews of board-level policies will continue under the currently governing 2020 Title IX framework.
