Senate hearing considers letting churches host preschools for 4- and 5-year-olds

Senate Bill 1099 received a public hearing March 13 in the Senate Committee on Early Childhood and Behavioral Health. The bill would require cities and counties to allow preschools and pre‑kindergarten programs on properties where places of worship are permitted, while allowing local governments to regulate infrastructure and design.
"Oregon current law allows for a church or a house of worship to have a childcare facility within their facility, within their, four walls. Outright permitted use," Senator Bruce Starr told the committee. "What this bill contemplates is adding 4 year olds and 5 year olds to that statute." Starr said the change would make it easier to use underutilized church facilities during weekdays to expand access to preschool and ease child-care shortages.
Co-sponsor Senator Anderson (District 5) said the measure would cut red tape and increase options for communities that need affordable, accessible child care, especially in rural coastal areas. Committee members described it as a low-cost, practical change that uses existing space rather than building new facilities.
The committee closed the public hearing on SB 1099 without taking a vote. Supporters asked that the bill move forward to remove zoning barriers that can require land‑use processes for small programs on worship properties.
