Public Works Director Rose Hess described the need for a bus curb zone large enough to accommodate the vehicle and the bulb‑out in the cul‑de‑sac, noting agencies typically allow "minimum double the length of the bus" and that she included a 60‑foot red curb in the plan to account for the knuckle on the cul‑de‑sac. "Usually, it's anywhere to double, minimum double the length of the bus, which is 25 feet, so 50, and I counted for 60 just to because we're going to take portions of that knuckle," Hess said.
Council members expressed concern that a 60‑foot red curb would remove usable parking for library patrons and festival events. Several suggested alternatives: locate the pull‑over further west on the same block, limit no‑parking to the operating hours of the fixed route, or allow Dial‑A‑Ride to use the closer ADA access while standard fixed‑route buses stop at the curb. Hess said the fixed route currently is planned for three weekday stops and the transit agency is restructuring times; she did not have exact stop times at the meeting.
Council members asked staff to return with options that include (a) possible alternate stop locations farther west, (b) a time‑restricted red curb keyed to first‑to‑last scheduled bus stops rather than 24/7 restriction, and (c) impacts on festival parking and enforcement. Several members noted enforcement and towing concerns favor a full red curb, while others favored time‑restricted signing to preserve event and overnight parking.
Council did not adopt a final resolution on the curb marking at the meeting. Staff said it will coordinate with transit staff, provide proposed schedules and location alternatives, and return with recommendation options for council consideration.
