Borough staff said they were updating GIS data and producing public outreach materials about stormwater management and that the borough must identify and map five outflows to meet state compliance. Staff warned that state enforcement typically requires municipalities to remediate problems and that remediation can be costly if not addressed early.
Councilors and staff noted grant prospects. One speaker said Cambrian Mapping & Surveying is eligible for a Pennsylvania stormwater-related grant (referred to in the meeting as a PA “snow/small water” grant) with qualified awards up to $500,000, and staff said the borough would apply and coordinate with county contacts. The borough also has an outstanding PennDOT- or state-related televising grant that needs approximately $3,000 in final accounting to close.
A public commenter and councilors raised concerns about the accuracy of GIS data supplied by the borough’s engineering firm (referred to as GPI in the workshop). The commenter said the borough paid more than $30,000 for mapping and asked for a written statement from the engineering firm so the solicitor can follow up; councilors said they would pursue clarifications with the engineer and noted that some televising work remained to be completed.
Councilors directed staff to pursue grant applications and to follow up with engineers about outstanding mapping, televising and outflow identification work. No formal regulatory action or vote occurred at the workshop.
