Board denies conditional‑use permit for proposed multiunit project on Lone Walnut Road after neighbors oppose

The Northumberland County Board of Supervisors voted 4–1 to deny a conditional‑use permit (CUP) requested by Kevin L. Brown to build a multiunit residential building on a parcel off Lone Walnut Road.

Brown, who told the board he owns an existing four‑unit building nearby and said he intends to provide affordable housing, presented illustrative drawings and said he would meet health‑department and VDOT requirements if the CUP were approved. He offered to add vegetative screening and cameras and said he screens tenants and works with property management.

Multiple nearby residents told the board they oppose adding another multiunit building on the short, rural Lone Walnut Road. Speakers described quality‑of‑life and safety concerns, cited past public‑safety incidents at the existing building, and said they were not notified directly by the applicant. Several residents asked that the road’s primarily single‑family character be preserved.

Planning staff said the Planning Commission recommended denial after hearing public opposition; staff offered several standard conditions the commission suggested if the board approved the CUP, including: required permits from VDH and VDOT; erosion and stormwater plans; downward‑directed lighting; a minimum of two parking spaces per apartment; and vegetative screening to buffer adjacent properties.

After public comment the board voted to deny the permit. The motion to deny cited public‑health and safety, general welfare and zoning practice as bases for the decision. The denial vote was 4 in favor, 1 opposed.

Ending: The applicant said he could pursue a different parcel or reduce unit count; the board encouraged him to consider alternative sites but denied the CUP for the Lone Walnut parcel.
