Trustees approved an updated village floodplain ordinance on March 10 to align with new FEMA flood insurance rate maps for parts of Dane County and to incorporate changes allowed by Act 175.
Staff said the update largely replaces the village’s existing ordinance (Chapter 85) with the state/DNR model language required by FEMA map updates. The most substantive local policy option included Act 175 provisions that give the village more discretion when structures in a floodplain are damaged and rebuilt; staff said the village added that language but could remove it if trustees prefer.
During discussion trustees noted several cross‑reference and numbering issues in the drafted ordinance. One trustee said some references shifted from chapter-style citations (for example, “section 85.45”) to an article/subarticle format (for example, “article 4.3.1”), making the draft harder to read and, in some places, inconsistent. The board approved the ordinance subject to an amendment requiring that staff correct the section/article references so they match the village’s current numbering conventions before the ordinance is posted publicly and sent to the DNR.
The board then voted to adopt the ordinance with that condition. Trustees said the revision was time-sensitive because FEMA requires municipalities to adopt the updated ordinance tied to the revised maps.
Staff will make the renumbering and reference fixes and then post the final, corrected ordinance on the village website and transmit it to state agencies as required.
