Senator Rick Holcroft introduced LB 356 during an Executive Board hearing, saying the bill would eliminate the requirement that the Legislature confirm gubernatorial appointees to the Nebraska Arts Council.
“Established in 1974 by the legislature, it is overseen by a 15 member board appointed by the governor to 3 year terms,” Holcroft told the committee and said the General Affairs Committee has seen a large number of confirmations take up limited hearing days.
Holcroft said the change would free General Affairs hearing dates and reduce the committee workload; he noted the bill was first introduced last year by the General Affairs Committee chair. Committee members questioned whether the change would reduce legislative oversight of a grant‑making body that distributes arts grants and operates programs for schools and community engagement.
Senator McKinney and others offered off‑the‑cuff remarks about moving appointments to another committee or scheduling changes as a possible fix. A senator noted the Appropriations Committee reviews the Arts Council’s budget every cycle and could exercise oversight via funding.
No public testimony was offered on LB 356 at the hearing. The committee recorded three letters in opposition and zero letters in support. The sponsor waived closing and no committee action was taken at the hearing.
