The City of Casper Planning and Zoning Commission voted unanimously to approve an amendment to a conditional use permit for a facility at 580 Landmark Drive to allow firearm manufacturing and ammunition assembly.
Staff said the property, owned by Iron Site Investments LLC, previously received approval for a 39,000-square-foot indoor training and shooting center with 10,000 square feet of retail space. Craig (staff) told the commission the owner requested the amendment to add manufacturing and ammunition assembly; staff wrote one recommended condition that reads, "Prior to the engagement in manufacturing or assembly of ammunition, the applicant shall apply for and obtain building department and fire department approval." There is no proposed change to the approved building size or footprint and, according to the application, no change in the number of employees or occupants.
Applicant representatives came forward to describe the project. Commissioner Hunter asked whether the interior remodel or an expansion would require building and fire permits; the applicant confirmed the phase 2 portion of the shell approved previously is not yet constructed and that the full footprint approved earlier would be completed if built out. A member of the public asked whether the applicant had plans to minimize exposure to toxic chemicals and whether recycling for ammunition components was in place; those questions were directed to the applicant during the public comment period.
Commissioner Joelson read the required findings for a conditional use, referencing section 17.12.40H of the Casper Municipal Code. Commissioner Elston moved to approve the conditional use permit with the recommended condition; Commissioner Eskew seconded. With all members voting aye, the motion carried and staff said they would contact the applicant to execute the necessary paperwork.
The approved condition requires separate building department and fire department reviews and approvals before manufacturing or ammunition assembly may begin. The staff report also noted both the City Building Department and Fire Department asked to review the structure for compliance with current building codes related to the proposed activities.
