Wenatchee council approves consent agenda, Rainbow Park use and three parks policies; enters executive session
Summary
At its May 15 meeting the Wenatchee City Council approved the consent agenda, authorized limited use of Rainbow Park for the North Wenatchee Avenue project, adopted three Parks & Recreation policy resolutions, and recessed into an executive session under RCW 42.30.110(1)(c).
The Wenatchee City Council took several procedural and policy votes during its regular meeting on May 15.
Consent agenda: Council approved the agenda, vouchers and minutes from previous meetings on a motion by Council Member Hornby, seconded by Council Member Ewer. The chair called for approval and the motion carried.
Rainbow Park: On a motion by Council Member Atkinson, seconded by Council Member Hornby, the council approved the use of a portion of Rainbow Park (1.29 acres near Walmart, between Maiden Lane and Horse Lake Road) for the North Wenatchee Avenue corridor improvement project and classified related impacts as de minimis. The Arts, Recreation and Park Commission had recommended the project. The motion carried.
Parks & Recreation policies: The council considered three related resolutions on Parks & Recreation administration and operations and approved them on a single motion by Council Member Navarro Gomez, seconded by Council Member Ewer. The resolutions were described in the staff presentation as: (1) adopting a Parks and Recreation Pricing Policy (staff referenced a prior pricing plan adopted by council resolution in 2012 and proposed moving the policy into the department's policy manual), (2) amending the Removal of Unauthorized Camps policy and procedure to reflect staffing changes and operational lessons from recent cleanups, and (3) adopting a Standardized Fee Adjustment Policy to govern annual adjustments and rounding for program fees and rates. The council voted in favor and the motions carried.
Executive session and adjournment: The council voted to meet in executive session for up to 10 minutes with legal counsel present to consider the minimum price at which real estate will be offered for sale when public knowledge would cause a likelihood of decreased price (RCW 42.30.110(1)(c)); the motion was made by Council Member O'Cien, seconded by Council Member Hornby, and carried. Council returned from the executive session and later approved a motion by Council Member Ewer, seconded by Council Member Cuevas, to adjourn the meeting.
No roll-call vote tallies were read aloud during the approvals; each motion was approved following the council's "All those in favor? Aye" call. The council did not take action immediately on federal workforce comments or the Apple Capital Loop construction update presented earlier in the meeting.
