Redevelopment Authority approves TIF territory and allocation amendments, planning extension and façade grant policy change

At its meeting the Redevelopment Authority voted to approve several consent and public hearing items: a territory amendment to remove Parcel 15-168-A from Tax Increment District (TID) 5; an allocation amendment to move $3.7 million from TID 12 to two other TIDs; a 30-day extension to a planning option for Habitat for Humanity on three Broadway parcels; and an update to the commercial façade materials grant policy that shifts final approval authority to the development director for materials-only awards.
TID 5 territory amendment: Staff said the request removes a parcel (15-168-A) from TID 5 — an older downtown TID scheduled to terminate the following December — to allow two separate parcels to be combined so a proposed development can proceed. Staff noted the developer has submitted a preliminary TIF assistance application and that a separate new TID or development agreement could follow. The authority approved the territory amendment by voice vote.
TID 12 allocation amendment: The authority approved an allocation amendment to move $3,700,000 out of TID 12 (I-43 Industrial Park). Staff said $2,000,000 of that would be allocated toward public infrastructure and park improvements related to the JBS-area projects (TID 28), with the remaining funds to support acquisition, incentives and infrastructure in the South Broadway Shipyard area (TID 22). Staff said the joint review board met and recommended proceeding; the item will next go to the state redevelopment authority and back to the joint review board as required.
Habitat planning-extension: The authority approved a 30-day extension to a planning option for Habitat for Humanity covering three parcels at 1216, 1319 and 1321 South Broadway; staff said Habitat narrowed its original six-parcel proposal to three and requested additional time to revise designs after staff review.
Façade materials grant policy update: The authority approved a policy update to return the façade program to Community Development Block Grant (CDBG) funding ($90,000 allocated) and to allow staff — using an established design review team and the development director’s signoff — to approve materials-only grants rather than bringing each application to the authority. Staff said typical grants have ranged from roughly $5,000 to $20,000 and that no strict cap is proposed. Boardmembers said they expect staff to report on project outcomes in director reports.
