DPW reports sanitary-sewer discharge and readies traffic, parking plans for NFL Draft

Department of Public Works Director Ditch reported to the Green Bay Improvement and Service Committee on March 12 that a sanitary-sewer overflow (SSO) affected basements in the Eliza Goodell area during a period of high rainfall; staff investigated, cleared the blockage caused by root intrusion and notified the Wisconsin Department of Natural Resources.
Ditch said the impacted line had been scheduled for root-treatment maintenance later in 2025 and that the overflow happened about three months earlier than planned. Staff pumped affected basements and said the obstruction was addressed; Ditch stated that the city responded and notified DNR.
The director also outlined extensive traffic-management and public-service planning for the upcoming NFL Draft. Highlights included:
- Coordination with Discover Green Bay, the NFL, C3, the Village of Ashwaubenon, Brown County Highway Department, the Wisconsin Department of Transportation and Wisconsin State Patrol on traffic flow and security.
- A surge in expected charter buses: Discover Green Bay’s count for Thursday rose from about 40 to 152, prompting staff to identify a large parking area (including evaluation of Lombardi Avenue and nearby lots) to hold buses so attendees can find them after the event.
- Parking and street operations: the city will maintain a 3 a.m.–5 a.m. overnight parking ban during draft events to allow street sweeping and garbage collection; staff will swap collection routes (for example, moving Thursday routes to Monday) to avoid working in high-concentration areas.
- Garbage handling: staff will increase patrols and street sweeping in neighborhoods expected to receive overflow parking and tailgating; the city will pick up early set-outs but expects an early-setout charge (cited in the meeting as $38) for some collections.
Ditch said the traffic-management team has been meeting weekly for two months and that the city is ‘‘further ahead’’ on traffic planning than some comparators. He asked staff to draft clear driving directions for four lawn-parking zones and to produce GIS maps to be shared with Discover Green Bay and tied into the NFL One Pass app.
Committee members voted to receive the director’s report and place it on file. Staff said additional media outreach, press releases and social-media notices will follow as plans are finalized.
