Improvement and Service Committee approves downtown sign permit and five public-works contracts

The Green Bay Improvement and Service Committee on March 12 approved a wall-mounted sign and awning for Black Saddle at 21 North Washington Street, authorized staff to award a ramp repair contract and reported several contract awards for parking-ramp, bridge and sanitary sewer work.
The permit for Black Saddle was approved subject to a hold-harmless agreement and proof of insurance and authorizes the mayor and city clerk to execute the agreement. Committee members heard that revocable occupancy permits of this type are commonly issued and that staff plans to amend the city ordinance to make clear these permits can be handled at the staff level going forward.
Staff asked the committee for authority to award, at the staff level, the annual prestressed concrete ramp repairs at 225 Pine Street, with the award to be reported at the next Improvement and Service meeting. Committee members approved letting staff make the award and report back.
The committee also approved awarding the following contracts as recommended by Department of Public Works staff:
- Western Construction Group: parking-ramp repairs (GramA 125) — $598,150. Staff said Western was the low responsive, responsible bidder of six bids received.
- Zenith Tech Inc.: Seventh Street bridge (P 0 5 7 1 8) rehabilitation — $173,419.20. Staff described a concrete-overlay and approach replacement to extend the structure's useful life and estimated completion roughly by August.
- Peters Concrete Company: Finger Road sanitary sewer and water-main extension — $422,866.55. Staff said the project will extend sewer and water toward Northview Road and will support nearby development.
All motions were approved by voice vote. Where members named motions or seconds in the record, those were recorded in the meeting minutes; the committee did not record individual roll-call tallies on the contract approvals in the transcript.
The committee received a report of actions taken by the Department of Public Works (sidewalk, tree and brush work) and moved to place that report on file. The items approved by the committee will advance to the common council for final action next week. The committee’s next meeting is scheduled for April 9.
