Parks committee approves land swap with school district, including demolition of MacArthur School

The Green Bay Parks Committee on March 12 voted to approve a final proposal for multiple property trades with the school district that would transfer 6.85 acres of school property to the city in exchange for 10.24 acres of city land and include demolition of MacArthur School as part of the district's donation.
The decision moves the agreement to the Common Council for final approval. "In this proposal, the school district would donate 6.85 acres of school land to the city, and the city would donate 10.24 acres of land to the school district," the Parks Director said during the meeting, adding that the school district "agreed to demolish MacArthur School as part of this property donation." The director called the demolition a significant value consideration that makes the acreage unequal but fair as a trade.
Committee members discussed a conditional clause in the staff memo stating that if tax-increment financing (TIF) funds are used for the demolition, the district would donate an additional 2.5 acres from Wilder School. The Parks Director said that condition is not currently part of the executed agreement and that city finance staff had told them there is no available TIF increment in that district yet. "That TIF that's in that district is a new TIF and there's no increment in it yet. So the odds of us putting that bullet point into effect is slim to none," the director said.
Maps showing the specific properties and acreages were included in the committee packet, the director said. Committee members asked whether the acreage had changed since a prior closed-session discussion; staff confirmed adjustments and clarified which parcels were and were not included.
A motion to approve the property trades was made by Alder DeLee and seconded by Alder Presley. The committee chair called for the ayes and the motion passed by voice vote.
The Parks Director said the committee's approval would become a recommendation to the Common Council; the next council meeting was scheduled for March 18. The committee packet and staff memo contain the detailed maps and conditions that will accompany the item at council.
