Board hears FEMA flood-recovery update and approves road project awards for A30 and L40

Osceola County public-works staff updated the Board of Supervisors on flood recovery steps and asked the board to approve a road contract award for two Farm-to-Market segments.
Public-works staff reported that the county has submitted reimbursement requests to the Federal Emergency Management Agency (FEMA) for debris removal, major bridge erosion repairs, and emergency measures including signage; those requests are in FEMA’s portal pending state-level auditing and obligation. Staff said inspections for smaller bridge erosion sites are scheduled for March 17 with FEMA staff.
On road projects, staff described the 2025 HMA (hot-mix asphalt) project covering Farm-to-Market A30 (a stretch south of town running east–west to Highway 59) and L40 (a short segment north of Northwest Boulevard). The project had been deferred to the 2025 fiscal year because state DOT policy requires funds to be in the county’s farm-to-market account at bid time rather than allowing cash-flowing of the project. Staff reported receiving five bids and identified the apparent low bidder; a previously noted typo in a bidder’s amount was corrected in the meeting record (Central Specialties’ bid corrected to $1,500,000).
The board voted to award the HMA contract to the apparent low bidder and authorized the county engineer or designated staff to sign DOT paperwork and handle miscellaneous project paperwork so the project can proceed without repeated board approvals for routine administrative steps.
Separately, the board approved the FY25 chip-seal contract after the low bidder — identified in the meeting as Blacktop Service Company (performance bond submitted and contract signed) — provided the required performance bond. Staff said the chip-seal contract follows the board’s prior bid award and is now ready for execution.
Why it matters: The FEMA claims relate to reimbursement for flood-related repairs; awarding both the HMA and chip-seal contracts sets schedules for local road resurfacing and maintenance.
