The bill bundle includes several DMV changes: a revised early-renewal option allowing a full-year license through an earlier renewal window (listed in the draft as section 15), parallel early-renewal language for non-driver IDs (section 16), provisions on information for individuals who do not wish to comply with Real ID requirements (section 17), and a newly drafted outreach requirement (section 18).
