The Neighborhood Cleanup Program representative, a City of Spokane staff member, told callers that residents may request a pass online through the City of Spokane website or in person at the 311 customer service counter in the lobby of City Hall. "You can request a disposal pass 1 of 2 ways, online or in person," the representative said.
