Spokane offers $30 disposal passes for city residents through Neighborhood Cleanup Program

City of Spokane residents can request a disposal pass worth up to $30 to help cover disposal fees at the city’s Waste-to-Energy Facility, program staff said.
The Neighborhood Cleanup Program representative, a City of Spokane staff member, told callers that residents may request a pass online through the City of Spokane website or in person at the 311 customer service counter in the lobby of City Hall. "You can request a disposal pass 1 of 2 ways, online or in person," the representative said.
The passes are vouchers that cover $30 in disposal fees and are available to City of Spokane residents while program funds remain. A household may request one pass every 30 days, the representative said.
To redeem a pass, residents drive to the Waste-to-Energy Facility at 2900 South Geiger Boulevard and stop at the scale house. A scale house attendant said staff will check an ID against the pass and issue a tag to accompany the pass. "Here is your tag that will go with your pass, so when you come back down, we'll be able to get you out of here," the attendant said.
If a resident cannot redeem a pass because they lack a vehicle or for another reason, the requester may designate an alternate person at the time of request to redeem the pass on their behalf, the representative said. Passes may only be used by the resident they were issued to or the named alternate.
Combined loads of garbage, yard waste and recycling are charged as general garbage. Loads must be covered with a tarp or secured with rope to prevent spillage; if a load is not secured or covered, a fee may be charged at the Waste-to-Energy Facility, the representative said. Residents are responsible for any fees in excess of the disposal pass value at the time of redemption. The representative also noted that disposal passes have no cash value and cannot be carried over to additional vehicles or trips.
On one recorded redemption the scale house attendant noted the pass covered a charge of $25.68 for that trip, illustrating that the pass covers up to its $30 value and that actual facility charges may be lower for some loads. The representative reiterated that passes should be requested while program funds are available and directed callers to the Neighborhood Cleanup Program webpage for full rules and questions.
