Fall River Community Development Agency presents draft five-year consolidated plan; public hearing closed with no speakers

Michael Dionne, executive director and CFO of the Fall River Community Development Agency, presented the City of Fall River’s draft five‑year consolidated plan and the Year 1 Annual Action Plan at a public hearing, saying residents may submit comments through March 31 and that draft materials will be forwarded to the City Council for consideration.
The plan lays out strategies to address community development, housing and homelessness needs of low‑ and moderate‑income residents over five years and incorporates the Year 1 Annual Action Plan for the program year beginning July 1, 2025. Dionne said the Year 1 plan identifies activities to be funded through the Community Development Block Grant (CDBG) program, the Home Investment Partnership (HOME) program and the Emergency Solutions Grant (ESG) program.
Projected funding for the first action year, as stated at the hearing, included $2,584,000 for the CDBG program, $231,000 for the ESG program and $1,100,000 for the HOME program. Dionne also said the Fall River Community Development Agency receives approximately $10,000,000 in federal, state and private funds annually that it disperses to local subrecipients and service providers.
Dionne described the public‑input process used to develop the plan: public hearings, written testimony, stakeholder consultations, a community‑wide survey, petitions and formal requests. He said copies of the proposed Year 1 Annual Action Plan and a summary of projected uses of funds are available for public review at the Fall River Community Development Agency (1 Government Center), the Office of the City Clerk at Government Center, and the Fall River Main Public Library (104 North Main Street). He also noted the summary was published in The Herald News and posted on the City of Fall River website and local cable access channel 18. "Copies of the projected use of funds for each of the programs to be undertaken in the first action year are available to you tonight," Dionne said.
On the timetable described at the hearing, draft copies of the Year 1 Annual Action Plan and related materials will be submitted to the City Council on or about March 19, 2025. The City Council is scheduled to consider a resolution at its April 22 meeting to authorize Mayor Paul E. Coogan to file the Year 1 Annual Action Plan with the U.S. Department of Housing and Urban Development on or about May 7, 2025.
Dionne said no members of the public had signed up to speak; he closed the public hearing. No formal votes or other decisions were taken at the hearing itself.
