Committee advances bill to permit FBI fingerprint-based checks on contractors

The Senate Committee on Judiciary recommended passage of HB 991, which clarifies that the Department of the Attorney General may conduct fingerprint-based background checks through the Federal Bureau of Investigation on contractors and their employees and subcontractors.
Phil Hagedorn, administrator for the Hawaii Criminal Justice Data Center, testified in support and explained the operational need for fingerprinting when national arrest information is required. He told the committee, "I think it's important to know right now that the individuals that have, need this information only are able to... for conviction information. So they need fingerprinting for national arrest information as well." The department said it submitted written testimony in support and officials were present to answer questions.
The committee recommended passage with amendments mirroring language in the companion Senate bill to ensure the scope covers "contractor, contractor's employee, or subcontractor." The measure was adopted during decision making with no recorded no votes in the hearing transcript.
