Dunn County gives update on ERP/timekeeping procurement; projected spending below budget

County staff reported March 12 that Dunn County's enterprise resource planning (ERP) and timekeeping procurements have reached vendor selection and that the current-year cost will be below the budgeted $500,000.
County staff said two vendors were selected for core functions: BS&A for accounting/ERP work and Andrews Technologies for the timekeeping module. The county had budgeted $500,000 for the systems this year; staff said they now expect to spend about $365,000 for the two systems in 2025.
Staff provided a year-by-year rollout and estimated maintenance. After implementation, ongoing costs were projected at about $125,000 per year on average for years two through five. Staff said the county's current SAP contract was approximately $223,000 and that savings would accrue over time when the new systems are fully implemented.
Committee members asked about implementation success rates, vendor track records and procurement staff costs. Finance staff said personnel and operating expenses for the procurement process were tracked; in 2024 wage and operating costs for procurement slightly exceeded budget by roughly $20,000. For 2025 staff estimated about $30,000 in wages and $56,000 in operating expenses through January and February.
Supervisors asked about the implementation timeline for timekeeping and whether the county could proceed sooner with that piece. Staff said negotiations with SAP and timelines could allow earlier implementation of timekeeping, with a full implementation timeline of about 10 months for the remaining components.
