Needham screening committee approves minutes, votes to enter executive session on town manager interviews

The Town of Needham Town Manager Screening Committee approved minutes and voted Friday, March 14, 2025, to enter executive session to continue interviews for the town manager search after acknowledging that an earlier screening meeting’s agenda had not been posted in advance.

A written statement read to the committee said the screening panel met on March 10, 2025, at the Emory Grover Building to interview candidates but did not post an agenda in advance in accordance with the Massachusetts open meeting law. The statement said the committee initially met in open session, then moved into executive session under Massachusetts General Laws Chapter 30A, Section 21(a) and Section 8, which authorize preliminary screening committees to interview applicants in executive session when an open meeting would have a detrimental effect on obtaining qualified candidates.

The committee voted to approve the minutes of the March 10 meeting before moving to the executive session vote. In a roll-call vote the members recorded their votes as aye; the chair also voted yes. The committee then voted on a motion—amended so that the open meeting would automatically adjourn at the conclusion of the executive session—and the amended motion passed on a roll-call vote with all members recorded as aye. No substantive discussion of candidate names or interview content took place in open session, and the committee stated that it maintained minutes for both the open and executive sessions.

The written statement says Bernard Lynch, principal of Community Paradigm Associates and a consultant to the town, will provide a written report to the Select Board on or before March 21, 2025, recommending finalists the Select Board may interview in open session. The screening committee also said minutes will be reviewed, approved, and released in accordance with the open meeting law.

Actions taken at the March 14 meeting were procedural: approval of minutes and formal entry into executive session to consider interview candidates. The committee did not discuss or announce any candidate finalists in open session.
