County to seek additional budget authority for Executive Airport fence; change order moved to consent

Johnson County officials on March 6 reviewed a proposed change order to add fencing at the Johnson County Executive Airport after receiving additional state grant funding.
The agenda review presentation asked the Board of County Commissioners to authorize a change order to the contract with Century Fence Company for additional fence replacement at the Executive Airport in an amount not to exceed $156,145 and to increase the total contract and project budget authority to an amount not to exceed $565,410 under Invitation for Bid (IFB) No. 2024-058. "We have had more success in securing an additional grant from the state of Kansas for a fence on ... the East Side of The Executive Airport," said Mr. Johnson, a staff member who presented the item.
The presenter told commissioners the grant and county outlay were accounted for in the airport commission’s budgeting process and that the combined grant totals leave a small excess that will be returned to the state. He described preconstruction meetings scheduled later in the week. "By the time the grant application is submitted, by the time it's awarded, numbers do change," he said, describing the difference between earlier estimates and current figures.
Commissioner Allenbrand said the project is in his district and called the fence critical for safety, security and wildlife control. Commissioner Ashcraft asked for a clarification of the procurement language; the presenter said Century Fence Company was the "most qualified low bidder." The item was not voted on at the agenda review; the board agreed to place the item on the business session consent agenda for March 13.
Votes at the agenda review were procedural: a clerk roll call confirmed all commissioners were present at the start of the meeting; no formal adoption votes on the change order occurred at agenda review. The county will consider final authorization during the March 13 business session when the consent agenda is taken up.
