Good Faith Network presses county to release detailed 'sustainable funding' report for affordable housing

Multiple members of the Good Faith Network addressed the board during the Feb. 27 public‑comment period to press for release of a “sustainable funding sources” report on affordable housing that the group says the board directed staff to produce on Oct. 26, 2023.
“On that day, this board spent eight minutes directing staff on the type of additional research that they were seeking,” said Reverend Maria Campbell, identifying the Oct. 26 motion and summarizing directions she said commissioners gave for a detailed analysis of funding options, including specific sales‑tax scenarios and federal home‑loan opportunities. “In short, the sustainable funding sources research that this board directed staff to provide was to be robust and detailed. That's the report that we have been asking you to release,” Campbell told commissioners.
Other Good Faith Network speakers echoed that account. Jennifer Safner Levinson said the group expected a public presentation in a committee of the whole or study session, as she says Chairman Kelly told the network in a December 2023 meeting. Roz Thorpe told commissioners that county emails earlier this year were work product but not the full research the board directed. Renee Loya said the document the network received — a short email or summary — “is barely 600 words” and lacks program inventories, comparisons to other cities and federal funding details the board requested.
Speakers asked whether the report has been completed, whether it was being paused while the county explores a regional trust fund, and whether the board would direct staff to produce the detailed report and present it publicly. These public comments were made during the general public‑comment portion of the meeting; no formal action on the report was taken during the Feb. 27 session.
Commissioners later discussed housing tools in the meeting and at the end of the session Vice Chair Janae Hanslick said the board will continue exploring multiple tools — including a housing trust fund and operational programs — and noted the county is watching federal funding trends and partner activity. The Good Faith Network’s request for a specific publicly presented report remained on the record following Feb. 27.
