Public works outlines crack-seal and chip-seal plans, seeks quotes for flail mowers and to auction old tire machine

Cheyenne County public-works staff updated commissioners on road maintenance planning, including crack-seal and chip-seal projects, equipment purchases and surplus equipment sales.

Staff reported receiving one crack-seal quote from Sweeney Pavement (submitted Feb. 12) and said they had attempted to contact another contractor but had not yet received a second bid. One bid received was reported at $8,000; staff discussed procurement rules and advertising requirements that apply when work exceeds the county’s advertised threshold. Staff said they would solicit updated quotes and confirm whether formal advertising is required.

On chip seal, staff said they plan to gather detailed dollar figures for projects planned this summer, naming the Arch Road north of town as a priority. They said the county will attempt to use its own chip spreader and equipment this year rather than contracting out, noting cost comparability.

Staff also announced a used tire machine is now located in Bird City and recommended placing the county’s older machine for auction through Western Auctions. Commissioners agreed to proceed with auctioning the older unit.

For new equipment, staff said they are soliciting quotes for flail (mulching) mowers as 3-point attachments for tractors. The presenter estimated prices “in the neighborhood of 15 [thousand] to 25 [thousand]” for units, and said the department would likely try two units to evaluate performance. Commissioners raised concerns about rocks on road shoulders damaging mowers; staff noted replacement blades/teeth are available and that some flail designs use pivoting elements to reduce damage.

Staff asked for time to collect multiple quotes and said they would bring cost figures and procurement recommendations back to a future meeting.
