Council annexes 1.09-acre lot at Kings Highway and Experiment Station Road into Medford

The City Council on Jan. 15 approved Council Bill 2025-07 to annex a 1.09-acre property at the southwest corner of Kings Highway and Experiment Station Road into the City of Medford.
Kelly Aiken, planning staff, said the property is inside the urban growth boundary, is surrounded by incorporated land, and the owners had consented to annexation. Aiken noted the site lies within planning unit MD 7B and that the city last updated transportation and wetland inventories in 2018; no Goal 5 (statewide planning) natural-resource constraints were identified on the parcel.
Aiken said the lot currently has two residences and several outbuildings; planning staff found the annexation criteria in the land development code were satisfied and recommended approval. The applicants were present but elected not to speak during the hearing.
Garrett West moved approval; Kevin Stein seconded. The council voted 8–0 to adopt the ordinance annexing the property and applying the SFR00 holding zone.
Ending: Aiken said existing structures would be allowed to remain as legal nonconforming uses if they do not meet city standards; future redevelopment would be subject to city land-use and public-improvement requirements.
