Council approves CDBG substantial amendment to use CARES Act and prior funds for Santo Community Center and Crossings paving

The Medford City Council on Jan. 15 voted 8–0 to approve Council Bill 2025-06, a resolution authorizing a substantial amendment to the city’s 2024–25 Community Development Block Grant (CDBG) action plan.
Sheila Giorgetti, housing and community development staff, said the amendment is intended to spend remaining unallocated CDBG and CARES Act funding the city must use by federal deadlines. “Approval for the amendment will allow the remaining unallocated funds to be committed to eligible projects,” she told the council.
Under the amendment, the remaining CARES Act CDBG money allocated to a navigation center expansion — $87,962.97 — will be reallocated to structural improvements at the Santo Community Center. That navigation-center allocation will be replaced with regular entitlement funds so the navigation project does not lose money. Giorgetti said the combined CARES Act funds available for Santo total $120,806.49 once uncommitted CARES Act balances are added; paired with $74,193.51 in prior-year entitlement funds, the Santo project would receive about $195,000 for structural repairs to roofline windscreens, mortar and block repairs and knee-brace supports to prepare for HVAC replacement.
The council also authorized $130,000 (plus $6,160 for project-delivery costs) in prior-year entitlement funds to pave access and pathways at the Crossings, the facility previously known as the Urban Campground. Giorgetti said paving is needed “because in the rainy season it’s a muddy mess” and that the project will improve mobility for guests accessing restrooms and services.
Councilor Kevin Stein moved approval; Garrett West seconded. The roll call vote was 8–0 in favor.
Giorgetti said the city conducted the required 30-day public-comment period (Dec. 15–Jan. 15) and had received no written comments at the time of the hearing. She said HUD will review and must accept the amendment after council approval.
Ending: City staff said the amendment is designed both to meet HUD timeliness requirements for CDBG program income and to direct CARES Act funds to activities with a stronger tie to coronavirus-related needs, per HUD guidance.
