Highway staff brief board on Bolton Road overpass, bids and possible state bills that could increase county road miles

On the Bolton Road project, staff said they have been working with the ICC and Canadian National and that a draft order and a stipulated agreement are in process. "We have a draft order, that's going through. It'll be approved, but it involves the ICC and the railroad. It's for the construction of the new bridge," the Highway Department staff member said. Staff said the bridge will be large enough to carry a full roadway underneath and that environmental clearances could delay the roadway construction by about a year.
Staff reported a recent letting, HD 3506, with two bidders; Martin was the low bidder at about 6.26% below the engineer's estimate. "It came in 6.26% below the engineer's estimate," staff said, and noted it made sense to coordinate adjacent sections so the same contractor can do both.
The highway update also described routine maintenance work: tree removal on McConnell Road, snow removal, equipment maintenance, pothole patching, and a few guardrail repairs. Staff listed needed equipment and commented on workforce and budget pressures.
During the meeting staff mentioned pending state legislation that could transfer road mileage from townships to counties. The transcript references "House Bill 2515, Senate Bill 2504, and Senate Bill 2217" and a staff comment that county-maintained mileage could rise from about 211 miles to "over a thousand" if such transfers occur. A highway staff member said he would oppose the change given likely unfunded maintenance responsibilities.
The board also discussed salt supplies used in winter operations; staff and board members noted the county typically purchases about 1,200 tons of salt a year and that some townships go through about 200 tons on their local roads. Board members asked whether bills were being paid in arrears and clarified delivery timing.
