Planning reports: residential permits rise, plan reviews fall and code enforcement removes thousands of signs

Planning and development staff presented several informational reports to the Development and Planning Services Committee on March 11, 2025, including monthly workload and plan-review summaries and a development services report that tracked permits, code enforcement activity and financial reporting.
Planning staff provided a February 25 workload report and a January 2025 plan-review summary. Committee members noted plan reviews were down year-over-year; a presenter confirmed January plan reviews were 22 this year compared with 42 for January of the prior year.
Development services staff said residential building permits are up about 30% year-over-year and commercial permits are up about 45% (reporting periods begin July 1). Staff also told the committee that code enforcement had removed roughly 3,300 more signs than in the previous year and acknowledged the scale of that work, saying it was “almost like trying to, you know, empty out the ocean with a teaspoon.”
The financial report and a temporary alcohol-permit report were entered for information only; no formal action was taken on those reports during the meeting.
