Umatilla County approves STIP plan for 2025–27 biennium

Umatilla County commissioners voted Jan. 15 to approve the county’s State Transportation Improvement Program (STIP) plan for the 2025–27 biennium, including a total program amount with carryover of $6,394,791.
The STIP plan funds county public-transportation and specialized transit projects and was recommended by the county STIP committee and presented to the board by Megan Dochowski, Umatilla County planning manager and transit coordinator. Dochowski said the Oregon Department of Transportation recommended budgeting for a potential 20% increase in revenue and that the committee’s recommendations include one payroll project that will receive funding only if additional revenues materialize.
"I'm requesting that the commissioners approve the STIP plan as recommended by the committee with a STIP plan total including carryover, $6,394,791," Dochowski said.
The committee reduced funding requests for several projects because applications exceeded available allocations. Dochowski said all population (senior and disabled) projects received cuts. She stated the committee cut roughly $60,000 from projects in 2026 and nearly $100,000 in 2027 to balance the plan. Only one payroll project was reduced, she said: the Kayak West County bus barn was partially cut to make up the difference rather than being eliminated entirely.
Commissioner (unnamed) moved to approve the plan and a second was offered; the board approved the plan by voice vote with no recorded opposing votes.
The approved STIP plan will proceed according to the committee’s recommended funding levels and carryover amount. Dochowski and staff remain the contact for follow-up and for any adjustments should additional revenues become available.
