Sheriff’s office to lease 10 vehicles; board approves four‑year, $213,853.42 annual program

The Umatilla County sheriff’s office asked the board to approve a lease program for 10 new vehicles and the commissioners voted to proceed with Bancorp as the recommended lessor.
Josh Roberts of the sheriff’s office presented a comparison of lease vendors and said Bancorp offered the more favorable total cost after accounting for enterprise’s monthly management fees and potential decommissioning costs. Roberts asked to lease 10 vehicles: four Dodge Durangos, three Ford Expeditions, two Jeep Grand Cherokees and one Ford F‑350. He said the sheriff’s office estimated an annual cost of $213,853.42 over the four‑year lease term.
Commissioners and staff discussed decommissioning and resale. Roberts explained decommissioning can incur shop labor costs and that vehicle equipment and specialty seats are sometimes reused or refitted to make cars marketable. He said the office has previously sold fully upfitted vehicles to other agencies and that Bancorp’s terms would be more flexible for the county’s operations.
Commissioner discussion included budget timing concerns: the sheriff’s office said it expects to place orders in October and asked for care on which fiscal year will cover the purchases depending on delivery dates.
A motion to approve the vehicle lease program and vendor selection was moved, seconded and approved by voice vote. The sheriff’s office plans to return in the fall if timing or specifications change.
