County vegetation management awards 2025 chemical bid to Nutrien

Teddy Orr of Umatilla County Vegetation Management told commissioners he received bids from Nutrien, Helena, Wilbur‑Ellis and Orion; Nutrien submitted the lowest adjusted bid at $21,174.89. Orr described how bid adjustments are made when product container sizes or product line items are missing from a vendor's submission to allow an apples‑to‑apples comparison.
Orr said the county's annual chemical expenditures typically run roughly $120,000–$130,000 across all contracts, with about $80,000 for bareground work and roughly $40,000–$50,000 for general weed control. He also listed outside contracts the county holds: U.S. Fish and Wildlife Service, Bureau of Reclamation, some Forest Service and BLM work, and contracts with multiple local cities, the National Guard and airport operations.
Commission discussion included a question about drone use for spraying: Orr said a survey drone is available and a spray drone was in customs; he described certification steps required by the Oregon Department of Agriculture. The board moved and seconded approval of the procurement and approved it by voice vote.
The county will proceed with Nutrien as the adjusted low bidder for the 2025 chemical procurement and continue to manage ordering based on unit pricing throughout the year.
