Town Council approves General Plan and housing‑element annual reports; staff to submit to state

The Moraga Town Council unanimously approved the town’s 2024 General Plan Annual Report and the Housing Element Annual Progress Report at its March 12 meeting, after a presentation by Acting Planning Director Bridal Horn.
Horn described the reporting process and attachments, including an implementation‑program status table and a housing permits accounting table staff uses to track progress toward the town’s Regional Housing Needs Allocation. “I think table B is the most, like, the quickest table where that just has an accounting of the building permits issued,” Horn said. Staff reported four units approved in 2024 and two units in 2023 within the current housing‑element cycle; some units were counted as affordable per state guidance based on comparable rents and HCD’s income matrix.
Council members thanked staff for compiling the data and noted the long‑term challenge of meeting regional RHNA targets. “It’s really daunting that we’ve got such a long ways to go in terms of meeting that eight‑year assignment,” Mayor said during comment. With council approval, staff will submit the reports to the California Department of Housing and Community Development by the April 1 deadline.
Public comment included one resident who attended the Planning Commission presentation and commended planning staff and the commission’s discussion. The council approved item 6.3 by voice vote with unanimous support.
