Christian Arteaga, representing the Carpenters union, told the Board of Regents that University of California construction contracting decisions have sometimes favored out‑of‑area or low‑standard firms and urged procurement policy changes.
Arteaga said contractors without a commitment to local workforces have been awarded projects despite records of unsafe conditions, wage theft and late or overbudget deliveries. “It is clear that the UC's procurement policies must be updated to prevent bad actors from benefiting from public funds while ensuring that projects are awarded to contract contractors who uphold the highest labor standards,” he said.
