The project “proposes no construction” and retains existing uses on the parcels, Associate Planner Jonathan Levis told the commission. Levis said the proposal qualifies for California Environmental Quality Act exemptions, noting both the general exemption under CEQA Guideline 15061 and categorical exemptions (15301 and 15304) because no new construction or ground-disturbing activity is planned.
