Stevenson reported that a property-owner‑initiated annexation for the Glenmore parcel requires a tax‑sharing agreement between the City of Hollister and San Benito County before it can proceed; she said staff has notified the auditor and assessor to begin the tax rate area review. Stevenson said the county and city previously had a master tax‑sharing agreement for city-initiated annexations, but non‑city initiated applications still require negotiation.
Stevenson also said she issued an emergency out‑of‑area service approval for a parcel whose domestic well had dried up and whose resident had been trucking water for two years; the parcel is associated with an application to the local water district (identified in the packet as "Aroma's water district" for a single‑parcel connection). The emergency approval allows a temporary connection while the longer annexation and tax‑sharing process proceeds.
