LAFCO directs staff audit of historical out‑of‑area service approvals

Executive Officer Jennifer Stevenson told the commission she has received public requests asking whether certain parcels retained LAFCO-approved out‑of‑area service exceptions after the commission revised its policies. The new policy includes a sunset clause requiring that out‑of‑area service approvals be used within a set period (three years as discussed in the meeting) or else expire; staff said past practice did not enforce such sunsets and approvals granted decades ago remain on the books.
The commission authorized the Executive Officer to search LAFCO archives and report findings. Stevenson said the review would take several days and would identify approvals that were completed, approvals that remain unused and possibly expired, and the records that need updating.
Votes: Roll call was unanimous (Commissioner Kozmicki — yes; Commissioner Zenger — yes; Commissioner Stevens — yes; Commissioner Betancourt — yes; Commissioner Jordan — yes). The motion passed 5–0.
