Commission approves home-occupation daycare at 237 W. Barrow Blvd. with licensing conditions

The Tooele City Planning Commission voted unanimously Wednesday to approve a conditional use permit to operate a commercial daycare/preschool at 237 West Barrow Boulevard.
Staff (Mr. Page) said the property is in the R17 zoning district, just north of the railroad tracks, and showed a proposed drop-off and pickup configuration. The applicant requested hours of operation Monday–Friday from 6 a.m. to 4 p.m. and Saturdays by appointment from 6 a.m. to noon. Staff recommended the applicant meet all State of Utah licensing requirements and city home-occupation business license standards; staff also suggested the commission consider later drop-off rules (staff proposed possibly 6:30 a.m. to no later than 7 p.m.) and required compliance with building and fire codes.
No members of the public spoke at the required public hearing. Commissioner Jones moved to approve conditional use permit application number 2025022 by Agustina Aguirre to allow a home-occupation daycare caring for 8 to 16 children at 237 West Barrow Boulevard in the R17 zoning district, based on findings and subject to the conditions in the staff report dated March 7, 2025. Commissioner Anderson seconded. A roll-call recorded ayes from Commissioners Hammer, Proctor, Dunn, Hamilton, Jensen, Anderson and Sloan; the motion passed 7-0.
The approval is conditional on meeting applicable State of Utah licensing rules and city building/fire code requirements as listed in the staff report.
