SDG&E reports large reduction in zeros, plans public ICA access and downloadable files

San Diego Gas & Electric reported progress on ICA data validation and said it has materially reduced the portion of nodes showing zero available hosting capacity by applying rigorous QA/QC and remediation workflows.
SDG&E principal engineer Katerina Vargas said the utility follows the same ICA methodology used by other IOUs โ a node-by-node analysis using 576-hour profiles and iterative load-flow runs against multiple technical study criteria โ and reiterated the company's monthly-update cadence. SDG&E described a data-validation program that reviews circuits reporting zeros to identify root causes and correct data or modeling issues before publication.
SDG&E said it has reduced the share of nodes with zero ICA results from double-digit percentages in prior years to 8.5% (as of the December 2024 dataset the company presented). The utility also reported that at the circuit level, most circuits show some available capacity at some hour; SDG&E uses circuit-average distributions to prioritize remediation of potentially false zeros.
On portal changes and accessibility: SDG&E said users will no longer require login credentials to view the ICA portal beginning in March (the utility described that change as intended to broaden access while ensuring back-end data protections). SDG&E plans to publish downloadable limited generation profile (LGP) templates (a standardized format) and to migrate forthcoming refinements into production; SDG&E indicated an LGP availability target around July 10 for downloadable files.
On Rule 21 and privacy: SDG&E explained it treats "15/15" privacy-sensitive circuits (those with fewer than 15 customers or a single customer representing more than 15% of circuit load) differently; the utility said it does not publish ICA results for circuits that meet the 15/15 threshold on the public map but that it uses those results internally during interconnection screening so applicants still receive project-specific engineering determinations.
Stakeholders asked SDG&E to explain how the 15/15 rule is applied in practice and whether SDG&E removes only load-level data (OpFlex/load layers) or removes broader circuit-level outputs. SDG&E said it would confirm specific presentation details and report back.
Ending: SDG&E said its data-validation work reduced zeros to about 8.5% of nodes and that it will expand portal access and downloadable data to give developers more tools while continuing to refine the ICA methodology.
