The board amended a draft resolution to remove the words “time and place” from the title and specified that meetings would be held on the second Tuesday of the listed months, except in August when the meeting will be on the third Tuesday to avoid a conflict with the Board of Supervisors schedule. The board later approved a grant-authorizing resolution after legal counsel said language certifying that the resolution was “duly and regularly adopted” was acceptable even if the action occurred at a special meeting.
Board members discussed logistics for coordinating meeting locations with other local bodies, including the LTC and the Air Pollution Control District's own offices, but deferred detailed scheduling decisions for follow-up outside the meeting. Dana, a staff member, told the board, “I don't believe the time or the location needs to be put in there, and that's because it would allow for flexibility for scheduling,” and advised that leaving only the dates in the resolution would preserve future scheduling flexibility.
