Lang said the Imperial study’s cost was shared among cities and the county and that the commission there used Bay Area fiscal analysts to model fiscal impacts.
Lang described the Imperial process as initially contentious — "the cities were a little hesitant" to accept formalized calculations — but said that after one city adopted the consultant’s numbers other jurisdictions also used them, and the methodology has continued to guide negotiations in that county. Lang said such studies can be updated every five to ten years to keep calculations current.
Commissioners asked clarifying questions about how spheres of influence relate to annexation and which agencies typically request annexations; Lang replied that LAFCO determines spheres of influence and that cities or districts may propose changes but the commission approves them.
