The Siskiyou Local Agency Formation Commission on Tuesday approved a new policy handbook intended to put LAFCO rules and procedures in a more accessible format for the public, staff and applicants.
Commissioners opened a public hearing and received no public testimony before moving to adopt the handbook after staff presentation. The handbook repackages statutory LAFCO requirements and local procedures to make them easier to find and use, staff said.
Haley Lang, LAFCO executive officer, told the commission the handbook "will allow kind of a more user friendly format for the public, for staff, for applicants." Lang said the document does not change LAFCO policy; it consolidates existing law and local practice into a single reference.
The commission voted by roll call after the hearing. Commissioner Cook, Commissioner Mazzoni, Commissioner Valenzuela and Chair Ogan voted aye; Commissioner Rossoni was recorded as recused for absence and Commissioner Harkness was absent. The motion to approve was made and seconded; no public speakers opposed or offered comments during the hearing.
Lang thanked staff for the work on the handbook, and the commission moved on to other business.
What this means: The handbook is meant to help prospective applicants and staff navigate the Cortese‑Knox‑Hertzberg Local Government Reorganization Act and local LAFCO procedures; it does not itself change statutes or create new authority.
